No technical or operational specifics have been released – including which e-invoicing model Qatar will select. Note the wider context: Qatar has not yet implemented VAT, so the e-invoicing framework is landing ahead of any VAT rollout. Watch the GTA for the final law text, model choice and first dates.

Two questions. The fixed-establishment rule is where most foreign businesses get it wrong.
Roughly how big is the business?
Is your business established in Qatar – a company, branch, or fixed establishment there?
Not in scope for Qatar
With no establishment and no Qatari tax registration – and no mandate in force for anyone – there is nothing to do. Revisit once the executive regulations name the scope and first dates.
Registered in Qatar – watch the GTA
Qatar has not implemented VAT – tax registrations there are income-tax and excise matters, and the e-invoicing framework is arriving ahead of any VAT rollout, per the sources read. Who must issue, and whether non-residents are touched at all, will only be settled by the executive regulations. Watch the GTA rather than assuming either way.
Nothing mandatory yet – stay loosely ready
There are no e-invoicing obligations in Qatar today. A phased rollout is considered likely once the law takes effect, which usually means SMEs join after the large-taxpayer wave. The cheap preparation: keep invoicing data structured and consistent now, so a future format switch is configuration rather than surgery.
Nothing mandatory yet – expect to be first
The Cabinet approved the e-invoicing law and its executive regulations on 6 May 2026, but no model, format or dates have been released. Gulf rollouts have consistently started with large taxpayers – expect the first wave to be yours. Nothing to file yet: watch the GTA for the final law text and technical specifications, and pencil in integration lead time.
A single date hides the rollout. Here's the full sequence.
