Oman E-Invoicing Rollout: Timeline & Fawtara Portal

As part of the nationwide implementation of the e-invoicing system, the Oman Tax Authority (OTA) launched the e-invoicing platform. This marks a significant step in the country's four-stage gradual rollout process, designed to give businesses time to adapt. Moreover, the launch of the national e-invoicing platform aligns with the previously set timeline for both the platform's launch and the imposition of e-invoicing requirements.
The Fawtra Portal and Following Steps
In December 2025, OTA announced the implementation timeline for the Fawtara system, stating that the service provider registration portal will open in Q1 of 2026. Now, when the portal is launched, service providers may apply for accreditation. In Q2 2026, potentially in May, the test environment is expected to be available to service providers. Finally, from Q3 2026, a taxable person will be able to exchange, receive, and report e-invoices to OTA via their service providers, in accordance with the specified roll-out scheme.
This timeline for launching a fully operational Fawtara Portal aligns with the four-stage implementation timeline for different categories of taxable persons. According to this plan, from August 2026, the 100 largest VAT-registered companies will become subject to mandatory e-invoicing.
The next two phases, scheduled for February 2027 and August 2027, will bring all other large VAT-registered companies and the remaining VAT-registered companies under the scope of the e-invoicing regulations, respectively. Companies participating in Phase 2 have started receiving notifications confirming their inclusion, along with a requirement to complete a detailed survey by April 2, 2026. The fourth and final phase will require government entities to exchange e-invoices. However, the implementation date has not yet been set.
Conclusion
The OTA is making firm steps towards the planned introduction and implementation of a nationwide e-invoicing system. However, while OTA released a draft Data Dictionary outlining the structure and content requirements for e-invoices and held multiple workshops with both taxable persons and prospective service providers to clarify expectations and gather feedback, it has not yet released the final version of the e-invoicing data dictionary. Once the final version is released, taxable persons will have a clear set of requirements, scope, and business rules.
