Australia e-invoicing

Asia-Pacific · Peppol 4-corner (no CTC)

Commonwealth agencies have had to be able to receive Peppol e-invoices since July 2022. E-invoicing then became the default for federal procurement: from July 2026 agencies were expected to exchange at least 30% of supplier invoices over the Peppol network, and by December 2026 every in-scope agency must be able to send e-invoices and process received ones automatically, per the sources read. The Business eInvoicing Right – the proposal to let any business demand a Peppol e-invoice from its trading partners – was consulted on but has not been legislated. The ATO has confirmed that a PINT A-NZ e-invoice counts as a valid tax invoice even without a 'tax invoice' label, provided the required fields are present.

Does this apply to me?

Two questions. The fixed-establishment rule is where most foreign businesses get it wrong.

Roughly how big is the business?

Is your business established in Australia – a company, branch, or fixed establishment there?

Out of scope – no Australian e-invoicing duties

With no establishment and no Australian tax registration, there is nothing to do – and no mandate on the horizon for businesses. Selling into Australia from abroad doesn't change that.

Registered without establishment – nothing to do today

With no business-facing mandate, a GST registration alone – including the simplified regime for non-residents – brings no e-invoicing duty, per the sources read. Watch the Business eInvoicing Right if it returns to the agenda; that is the mechanism that could one day change the answer.

Nothing mandatory – Peppol is voluntary and cheap to join

No duty applies at any size – B2B e-invoicing is voluntary over the Peppol network. The ATO has confirmed a PINT A-NZ e-invoice counts as a valid tax invoice, so if you invoice government or larger Peppol-connected customers, joining through an access point is an efficiency play rather than a compliance one.

No mandate for you – but government buyers now default to Peppol

There is no business-facing e-invoicing duty in Australia. The pull comes from procurement: e-invoicing is the federal default, agencies were expected to run at least 30% of supplier invoices over Peppol from July 2026, and by December 2026 they must send and auto-process e-invoices, per the sources read – so large government suppliers will increasingly be asked for PINT A-NZ invoices. The Business eInvoicing Right, which would let trading partners demand e-invoices, has not been legislated.

Scope

The current obligations sit on Commonwealth agencies, not businesses: receive capability since July 2022, e-invoicing as the procurement default with a 30% Peppol share from July 2026, and full send-and-automate capability by December 2026, per the sources read. B2B e-invoicing remains voluntary over the same Peppol network.

Penalties & grace period

None for businesses – there is no business-facing mandate. The agency targets are policy requirements under the procurement framework rather than penalty-backed tax rules, per the sources read.
