The European Public Prosecutor’s Office (EPPO) has launched a major investigation into an alleged EUR 20 million VAT fraud scheme involving the sale of wireless earbuds, including AirPods. At the request of EPPO prosecutors in Munich, five suspected organizers were arrested in Czechia. Authorities also seized assets and froze bank accounts across Czechia, Germany, and Lithuania.

The Investigation "Echo"

The investigation "Echo" concerns an organized criminal group that allegedly operated the VAT fraud scheme from at least 2019 to 2023. The group is suspected of exploiting the EU VAT system for cross-border transactions between EU countries, where certain intra-EU supplies can be made without charging VAT.

The alleged fraud involved creating shell companies and fictitious supply chains across Bulgaria, Czechia, Germany, Hungary, Lithuania, and Slovakia. These companies were reportedly used to make transactions appear to be legitimate cross-border sales, even though the underlying supply chains were allegedly artificial. This enabled the suspects to claim VAT refunds or deductions while the corresponding VAT was never properly declared or paid in Germany.

The estimated loss to public finances is EUR 20 million for the period from 2019 to 2023. As part of the enforcement action, authorities seized real estate in Czechia and froze bank accounts in Czechia, Germany, and Lithuania. The investigation had already resulted in eight suspects being convicted, including one individual identified as a main organizer of the VAT fraud scheme. However, the case is not yet closed, as investigations into other suspected participants are still ongoing.
