Not in scope for Qatar

With no establishment and no Qatari tax registration – and no mandate in force for anyone – there is nothing to do. Revisit once the executive regulations name the scope and first dates.

Registered in Qatar – watch the GTA

Qatar has not implemented VAT – tax registrations there are income-tax and excise matters, and the e-invoicing framework is arriving ahead of any VAT rollout, per the sources read. Who must issue, and whether non-residents are touched at all, will only be settled by the executive regulations. Watch the GTA rather than assuming either way.

Nothing mandatory yet – stay loosely ready

There are no e-invoicing obligations in Qatar today. A phased rollout is considered likely once the law takes effect, which usually means SMEs join after the large-taxpayer wave. The cheap preparation: keep invoicing data structured and consistent now, so a future format switch is configuration rather than surgery.
