Namibia E-Invoicing Timeline Delayed to 2026–2029

In the 2024/25 Budget Statement, Namibia's government announced the initiative to introduce mandatory e-invoicing as a tool to digitize tax administration, reduce fraud, and increase efficiency in VAT collection. This plan was later reaffirmed by the Namibia Revenue Agency in March 2025, showing consistent government commitment. With the 2026/27 Budget Statement, the government once again confirmed that it will continue working on the implementation of e-invoicing, but with a revised implementation timeline.
New E-invoicing Implementation Timeline
The key change concerning the implementation of mandatory e-invoicing in Namibia is the pacing. With a new timeline set out in the 2026/27 Budget Statement, the government is signaling that the reform remains a priority, but will be introduced more gradually. Previously, April 2026 was set as the fixed rollout date. The new timeline replaces this with a more flexible, longer-term plan with no specific deadlines.
Instead, the government positioned e-invoicing as part of a broader set of tax policy and administrative reforms to be implemented over the Medium-Term Expenditure Framework (MTEF) period from 2026/27 to 2028/29. This indicates that there will be a more gradual rollout in a three-year span, likely allowing additional time for technical readiness, stakeholder alignment, and infrastructure development. The shift also suggests that the government may be taking into account feedback from businesses and tax practitioners who raised concerns about preparedness under the original timeline.
Conclusion
While the implementation of mandatory e-invoicing in Namibia might take longer, and some uncertainty remains about timing, the key point is that the e-invoicing reform is still going ahead. With the removal of April 2026 as the launch date, taxable persons now have more time to familiarize themselves with requirements and prepare their businesses for a more gradual rollout. Taxable persons are advised to monitor further announcements from the Ministry of Finance and the Namibia Revenue Agency regarding when specific obligations will take effect.
