Is your business established in Belgium (registered office, branch or fixed establishment)?

Do you issue domestic B2B invoices in Belgium?

Belgium: likely outside the issuing mandate — watch e-reporting / cross-border

VAT registration or trading alone, without a fixed establishment, keeps you outside Belgium's mandate: you have neither an issuing nor a receiving obligation. The 2028 e-reporting draft attaches to businesses subject to e-invoicing, so you are likely outside that too. Confirm your establishment status.

Not in scope for Belgium

With no establishment and no registration or trade in Belgium, the mandate doesn't apply to you today. Revisit this if you open a branch, warehouse or start supplying into Belgium.

In scope — issue structured e-invoices in Belgium

As an established business issuing domestic B2B invoices, you must send them as compliant structured e-invoices. The mandate is already in force (since 1 January 2026). Set up your platform/format and test before you rely on it.

In scope to receive in Belgium

Even if you don't issue domestic B2B invoices, an established business must be able to receive structured e-invoices, unless you make only exempt supplies without a right of deduction. The mandate is already in force (since 1 January 2026). Confirm your receiving capability first.

1 November 2022

B2G – federal, phased by contract value

Federal B2G e-invoicing phased in from 1 November 2022 (contracts of €215,000 and above) to November 2023; Flanders has required it since 1 January 2017.

All Belgian-established businesses (domestic B2B)

Every Belgian-established business moved to structured e-invoicing at once over the Peppol four-corner network, with a conditional three-month tolerance window.

The penalty-free transition window closed; penalties may now apply for non-compliance.

Near-real-time e-reporting (draft)

Supplier and customer must e-report invoice data in near real time and the annual client listing is abolished – draft law approved by the Council of Ministers on 18 July 2026, not yet adopted; the 1 January 2028 date comes from the coalition agreement.

Scope

Established taxable persons issue and receive Peppol BIS e-invoices for supplies located in Belgium to Belgian-VAT-numbered customers. Excluded: foreign businesses without a Belgian fixed establishment, flat-rate scheme taxpayers, persons making only art. 44 exempt supplies, bankrupt taxable persons, B2C and intra-Community supplies.

Penalties & grace period

€1,500 for a first offence, €3,000 for a second and €5,000 thereafter (royal decree, Moniteur belge 14 Jul 2025). The 1 Jan–31 Mar 2026 tolerance was conditional on demonstrable timely efforts and has ended.
