Taiwan Adopts Peppol Standard to Boost Digital Trade

On September 22, 2025, the Digital Industry Agency announced that Taiwan's Ministry of Digital Development adopted the Peppol international standard. In addition to adopting the Peppol standard, the Taiwan Ministry of Digital Development became the Peppol Authority. The adoption of the Peppol standard will not only benefit Taiwanese businesses locally but also across the region, as more countries adopt and implement these standards.
Effects of Peppol Standards Adoption
As announced by the Digital Development Department, OpenPeppol, which is responsible for operating Peppol international standards, has members from 43 countries and enables businesses from these countries to exchange documents, such as invoices, across borders without modifying their internal systems or renegotiating data formats with trading partners. Some of the key benefits of implementing this system include reduced transaction costs, enhanced efficiency, and improved data accuracy.
One of the key strategic benefits of Taiwanese membership is the strengthening of digital trade links not only with the EU but also with key partners such as Australia, Singapore, Japan, New Zealand, and Malaysia. Notably, Taiwanese businesses will benefit from smoother and faster cross-border transactions. The studies show potential cost savings of up to 80% compared to paper-based or traditional electronic data interchange methods.
The efforts to adopt and implement the Peppol standard included the collaboration between several Taiwanese government bodies, including the Ministry of Digital Development, the Ministry of Economic Affairs, and trade representatives in the EU.
