UK to Launch Consultation on Mandatory E-Invoicing for B2B and B2G Transactions

The United Kingdom is preparing to launch a public consultation on standardizing or potentially mandating electronic invoicing (e-invoicing) for both Business-to-Government (B2G) and Business-to-Business (B2B) transactions. This initiative, led jointly by HM Revenue and Customs (HMRC) and the Department for Business & Trade, aims to gather input from businesses, trade associations, and technology vendors to shape the future of e-invoicing in the UK.

February – May 2025: Conduct a 12-week public consultation to collect feedback on the design and implementation of the e-invoicing regime.

November 2025: Announce the proposed e-invoicing regime during the Chancellor of the Exchequer’s Autumn Budget.
2030: Potential full mandate launch, allowing time for legal and technical specifications development, as well as build, test, and pilot phases.
Current E-Invoicing Landscape in the UK
Presently, there is no obligation for businesses to use e-invoicing in B2B transactions. For B2G transactions, only sales invoices to NHS bodies are required to use the EN16931 format-based e-invoicing via Peppol network access points. All public bodies must be capable of accepting structured e-invoices if their suppliers choose to use them.
Consultation Objectives
The consultation seeks to explore flexible designs that enhance efficiency for businesses, such as faster invoice payments, while achieving tax collection objectives. It is anticipated that the UK will favor voluntary standards, including Peppol, over invasive pre-clearance government e-invoicing models. The UK may consider a phased approach similar to Belgium's plan, which involves initially mandating structured e-invoicing between businesses using a 4-corner model, followed by adding digital reporting to HMRC of summary e-invoice information in a 5-corner model.
