Le budget 2026 du Manitoba élargit les exonérations de la taxe de vente au détail (RST) sur les produits alimentaires

In its 2026 Budget Speech, Manitoba Finance Minister Adrien Sala presented several tax measures affecting taxable persons in this Canadian province. Among those measures are the Retail Sales Tax (RST)-related measures, such as broadening tax exemptions for grocery store purchases to cover a wider range of food and beverage items for human consumption. Also, the 2026 Budget brings certain novelties for tax administration.
New Retail Sales Tax and Tax Administration Measures
With the 2026 Budget, the Province of Manitoba broadened RST exemptions to include many prepared foods, such as sandwiches, soups, rotisserie chickens, samosas, and platters like sushi, cold cuts, and cheese arrangements.
Furthermore, snacks such as chips, pretzels, cheese puffs, salted nuts, trail mixes, and single-serve sweet baked goods, along with confectionery such as candy, chocolates, and chewing gum, will also be exempt. The exemption also extends to carbonated beverages or those containing up to 1% alcohol by volume. In contrast, prenatal vitamins are no longer listed as retail sales tax-exempt items. These rules will come into effect on July 1, 2026.
Regarding the tax administration measures, the most important one is that from January 1, 2028, all RST-registered businesses will have to electronically file, pay, and remit RST through the TAXcess platform. In addition, RST refunds for vehicle purchases and sales will be denied if a taxable person is found to have submitted falsified bills of sale to reduce the tax owed at vehicle registration.
Conclusion
Based on the announced Manitoba 2026 Budget, two conclusions can be made. The first one is that, by broadening the list of tax-exempt grocery items and selected beverages, the provincial government wants to reduce the tax burden on consumers. Simultaneously, with the introduction of mandatory electronic filing, payment, and remittance, combined with stricter RST refund rules, Manitoba seeks to strengthen tax compliance and further prevent fraud.
